They come from how people actually use the listing: views, clicks and saves. You cannot buy them. Complete listings with good photos and current hours earn them more often, because people engage with them more.

They come from real behaviour — views, clicks and saves — so the way to earn one is to make the listing worth engaging with: a strong cover photo, a description that names what you sell, current hours, and tags people actually search.
They cannot be bought. Featuring, on paid plans, is the paid-for prominence and is a different thing.
